Heat olive oil in a large pot or Dutch oven over medium-high heat. Add sausage and cook for 5-8 minutes, breaking it into small pieces, until browned and cooked through.
Add onion and celery. Cook for 4-6 minutes, stirring occasionally and scraping up any browned bits, until the vegetables begin to soften.
Add sun-dried tomatoes and garlic. Cook for 1 minute, until fragrant.
Add onion powder, paprika, and chili powder. Stir and cook for 30 seconds.
Add chicken stock, chickpeas, and sea salt. Bring to a boil, then reduce heat to medium-low and simmer uncovered for 15 minutes.
Add kale and simmer for 4-5 minutes, until tender.
Reduce heat to low. Stir in heavy cream and parmesan. Cook for 2-3 minutes, stirring until the parmesan has melted and the soup is creamy. Do not boil.
Remove from heat and stir in fresh basil. Taste and adjust salt if needed.
Serve warm with additional grated Parmesan and chopped fresh basil, if you desire.
